Correction.  OS/2 3.0 supports the Win32s API, which is basically 32 bit
programming for windows 3.1.

OS/2 doesn't intend to support the Win32c api, although they from SCRATCH
they could probably cobble together a patch to support it in under a week. 
It's just a matter of translating calls, you know.  OS/2 ALREADY does
everything Microsoft has ever promised and more, so there's no new actual
programming involved.
 
They just want vendors to sweat about writing for an API that no OS supports.
