I knew about it quite before then.  xxCarol was negotiating with several
entities in Zone 3.  I would have liked them to be formed either as a net
in my Region or revive a dead net in Region 51 (which was itself
incorporated into Region 55 aeons ago).  Neither turned out, and someone
came up with the current arrangement in Net 800.[shrug]
