    An NRA Life member; a Life member, member of the Board of 
    Directors, and Treasurer: Law Enforcement Alliance of America 
    (LEAA). He is a gun collector, competition shooter, defender 
    of the right to keep and bear arms, and avid supporter of 
    right to carry legislation. Mr. Rowan was also active in the 
    NRA's Crime Strike initiative, successfully lobbying for 
    "three strikes" legislation and parole reform in Washington, 
    DC. A former Deputy U.S. Marshal and FBI Special Agent, he is 
    a nationally respected voice on the topics of criminal justice 
    reform and holding criminals accountable for their actions, 
    having published numerous articles in national magazines and 
    newspapers and making frequent appearances on radio and 
    television talk shows. Most recently, he has worked with the 
    LEAA to lobby the Congresson national right to carry legislation 
    and a death penalty bill for cop killers in the District of 
    Columbia.
