Well, part of the difference is that the USA'n modern landmines are
"intelligent", in that they deactivate themselves after a set time period.
The landmines that are causing the long-term problems are the simple,
cheap types used by other countries. Tactically, land mines are an
effective means to deny access to an area without stationing troops
there, but that tactical need is usually very temporary. A permanently
dangerous landmine denies that area to anyone for a very long time, which
is not only ethically bad, but is tactically bad. For these reasons,
the US is using self-deactivating landmines these days.
I can see the point being made that not all landmines are created
equal, and I agree that the focus should be on indiscriminant,
non-self-deactivating types. Apparently a global ban on all land mines
does not make that distinction.
