Nevertheless the ZCs have always interpreted that formal complaints on 
echomail-content are 'not' a P4 thing because there are moderators to handle 
issues. And accepting the presence of moderators, which are not mentioned in 
P4, opens up a totally different can of worms ... you know what I mean ...
