   Of that I have no recollection. What I *do* remember is, that policy 
complaints on a regular basis were dismissed in Z1 based on the "P4 does not 
cover echomail" mantra.

   Any attempts (from mostly Z2, that always has been adamant about it) to 
claim otherwise were waved off with "it's a language thing" implying that we in 
Z2 that (all except R25) does not have English as our native tongue did not 
understand what P4 *actually* says.

   Is my written English -- my third language after Swedish and German -- so 
bad, that anyone think that reading and understanding English 
would pose a problem for me? Some people did...
