A 5D address in the MSGID is fine, so long as it specifies the originating address.

INTL's are zone:net/node only, as (roughly) specified in FTS-1.  Change
that and you're bound to break someone's software sooner or later.


A kludge such as

  ^aINTL5D:  

seems like the more appropriate option.
