The quota system, as I wrote earlier, is a flat number equally applied to
EACH country. Furthermore, we've had, until recently, the "diversity" visa
which is a lottery of sorts for people from various parts of the world.
Excluded from this visa process is all of Northern Europe, Canada, Mexico
and a couple of other countries.
And no, I'm not confusing you with Mike Angwin. Mike and I have very
profound differences when it comes to this subject. He has some personal
history that in my opinion, affects his objectivity.
