This is true.  As far as I know, NetWare for OS/2 is the only way to run a 
NetWare server and client on the same machine simultaneously.

This was true at one time, although I don't know if it still is true.  The 
2-user NetWare 4.x CD that was given out to students a kind of free demo did 
have the NetWare for OS/2 server, also as a 2-user license, included.
