Well, that's something quite easily solved. I have the same problem in my
region but probably not that serious.
Are the not aware that there are many others in the rest of the planet that
feel more or less the same?  Right, tell them.  They don't listen to you? 
Want a statement of a few of us here explaining briefly how things are so
they understand that it is not a revolt what is needed but proposals in the
way current policy states?
Sorry no money to give away as blackmail for anyone ;)

Well, that's something.
And no _it is not too late_. Things on a planetary scale take time.
Personally I'm most interested in the things they think should be in a new
policy.  What are those things?   What if they happen to be the same ones
many of us here have in mind?  ...   We just need to know.

If you happen to have a list of things your people would like to be changed
of the current policy or the main points or guidelines of a new one we most
certainly would like to hear about them *_and_* take them into account.
5 or 6 Thousand SysOps can't be ignored!  :)
But if most of them can't voice their opinions for themselves someone has
to do the job.  I'm afraid you have no choice but to act as ...
