   Considering that they don't give the FCC the money to do enforcement where 
it *should,* I doubt they'd try to pass a law requiring the impossible, and 
actually expect anything to happen.
 
   If you think the `war on drugs' is running into a brick wall, imagine 
trying to round up all remotely cell-capable scanners, and never really 
knowing if you were successful....
