I have previously stated that dial translation could not work on a
Binkley/Version 7 type setup for -Unpublished- listings without the pvt
keyword. This was in error, as I have discovered that dial translation can
work on such a listing.
Translating the - prefix to an alpha valus will prevent most modems/mailers
from dialing anything.

I set Qnode's translation table as follows:

- IPN 00

And then BinkleyTerm will not add the international modifier, nor will the
modem dial anything.
