I guess I just must not understand.
1) Randi guarantees a one million dollar prize if someone can prove that
s/he has paranormal abilities
2) He's willing to negotiate with the challenger ahead of time so that
they both agree on what the test will be.  If they don't agree, then
there's no challenge.
3) He wants a test to be objective--that is, on its face anyone watching
will know if the challenger succeeded.  There's no need for a judgment
call.
With all the people out there who are marketing their paranormal skills,
don't you find it odd that not one of them is willing to even negotiate
terms of a challenge?  Not a Kenny Kingston or a Sidney Omarr or anyone
who is currently making big bucks by selling their alleged paranormal
skills.
I'll take the Randi challenge one step farther.  If one or more big name
psychics is willing to take the challenge, I'll see to it that it takes
place on one of the major broadcast networks in prime time.   
Imagine--in addition to winning a million bucks from Randi and his
backers, the victorious challenger will surely increase his income
significantly.  Wouldn't a winning appearance on a network show be the
best infomercial ever?  Think of the free publicity.  Imagine all the
additional callers to your 900 number.
I'll even go one more step.  In addition to the million bucks, anyone who
is victorious can have a minute to tout their paid services -- 900 number,
address, whatever.
If you've really got the ability, why not go for it?  At least stand up
and negotiate terms for your own challenge to Randi.
