Well, I suppose from a technical standpoint this isn't too far afield.
IBM would have to:
1. Have access to the source code for Chicago.
2. Get a clean compile. (optional)
3. Duplicate the functionality of the Chicago API with OS/2 API calls.
IBM has done extensive work in the 'emulation' area, I believe.
