Jerry, I have VX-REXX from Watcom and does allow the writing of non-PM programs. 
I remember seeing a review of VX-REXX, VisProRexx, and GpfRexx in OS/2 Magazine
and I believe they stated it was the only one to do so.  What type of
programming (functions, etc.) are you wanting to do that standard REXX won't
allow you to?
