 1) I often import material for BBS msgs from a second file.  I
 require opening a second window to do that, (Esc-W-S), copy the
 material - switch back to the original window and paste the new
 material in, close the second window and finish the msg.  There

You could use  to read the file into your message where you want
it, then use blocks and manipulation commands to move the text around
and/or delete what you don't want.
                    
 2) Does release 4.0 have macro listing feature c/w descriptions
 that can be called?
                    
I'm not certain what you mean by this.  Maybe I'm just dense today, but
"macro listing feature" and "c/w" really have me lost.  Could you
explain what you are looking for a bit more?
