Wonderful idea... Who's going to pay for it? It means that
you'll have to hire more teachers....

The laws say they MUST be in school; such suspensions must
be accompanied by home teaching (more money). Who's going
to act as the "jailer" (more money)? What about due
process; you're going to have to create some kind of court
system for this (more money)? What happens when someone
notices that the suspensions are not racially balanced
(court battles, more money)? The point I'm trying make here
is that it's NEVER as easy as it seems to deal with
educational problems.
