When a driver first loads, OS/2 sends it a request packet to initialize
it, and it can't use certain DevHlp functions, in, I believe, the same
way some DevHlp function can't be used if a driver is called from a hardware
interrupt or the real-time clock, as opposed to a call from an application
program.
