The problem with a all encompqassing statement asvout zt being merely 
enforcing law is that the ability of an officer to make a reasoned on scene 
discretionary "adjustment is ruled out.
I know of many officers who have made arrests because mandated, but not 
because they were proper in the situation presented.
I know this is going to be taken wrong but I feel forced to point out that 
WW2 had soldiers merely obeying orders that faced a war crimes conviction 
after the war.
I, as an officer used EVERT tool available ans asked for more.
Then I saw many of us that dreamed for more tools, and authority which comes 
down to one word POWER!
I have seen the best in enforcement and the worst.
The BEST never scared me, but the WORST did.
zt  has had a genesis, it will have its heyday then I hope end.
