Tom,
This is what _I_ have gotten from what you posted. See if that is what
you intended:
The Police Department may announce that there will be Zero
Tolerance as respects the laws relating to drug dealers/users, drunk
drivers, prostitution, etc. It does not necessarily say that there
will be zero tolerance of ANY infraction. They may tie these
announcements to specific areas, as well as to specific offenses. I
would suspicion that, even in a zero tolerance situation that most
officers would still apply some common sense and reasoning to the
facts at hand.
The Police Department here usually announces/reminds before major
holidays that there will be zero tolerance for DUI. When a major
problem with prostitution arose in an area, and there was much protest
from its citizens and merchants, it announced zero tolerance as to
enforcing the laws on prostitution. It's announced in the paper and on
TV and radio. It has helped a great deal to alleviate these problems
before the offense occurs.
