They are.  I'm not sure that Patrick is actually sending those out anymore.  
We got a note awhile back that he had been promoted or something.  My guess 
is that he has the system setup to post the rules automatically, and noone 
else knows where to to go to edit the thing.  That is, assuming anyone else 
even knows that the echo exists anymore!
