"10. Eliminate slogans, exhortations, and targets for the work force
asking for zero defects and new levels of productivity. Such exhortations
only create adversarial relationships, as the bulk of the causes of low
quality and low productivity belong to the system and thus lie beyond
the power of the work force.
For Educators:
* The key concept that Dr. Deming teaches is that most causes for
poor quality and low productivity are attributable to the system.
A negligible amount of problems is attributable to individuals.
* If every individual teacher, student, administrator, and school board
member did his or her best, without improvements in the systems,
processes, and methods, the increase in quality and productivity would
be minuscule. Asking students to improve their knowledge and skill is a
aste
of time unless the system is changed to allow that to happen.
Asking teachers to prepare better and work harder--without improving
