Novell sells an OS/2 programming kit.  I don't know the exact name,  but
now that you know it exists you can keep on insisting until you get the
answer you are looking for from Novell.

I know it exists because I had a copy in my hands for a while;  the
customer who ordered it for my use told me it was hard to get.  (We ended
up using Named Pipes anyway,  since Novell supports them (and may,someday,
get them to work reliably )).
