The air doesn't have to be at or below the freezing level to be able to 
freeze up a regulator.  Moisture present above the freezing level may freeze 
if the regulator is tested prior to the dive by depressing the purge button.  
As the pressure drops across the venturi, the temperture will also drop.
I avoid all this by diving in the Caribbean.
