Hi Racers,
 I have been campaigning for some time to update the alternate penalty
 rule.  Our club has the choice of choosing the " 720 rule " or the
 " 20% rule "  both of which are described in our sailing instructions.
 The confusion within our club racers is that on Monday nites, we use
 the " 720 rule " and on Thursday nites, we use the " 20% rule ".
 Because some guys are not totally familiar with the sailing
 instructions (or they forget which night it is ?!@#&), they come to me
 after the Thursday race and say they redeememed themselves by doing a
 720.  Unfortunately, I have to tell them the 720 has been for nothing
 and still have to charge them the 20% penalty,  which means they have
 been penalized twice.
 I think the 720 is a better penalty as the penalty varies fairly,
 according to the wind speed that night.   The 20% rule, with a large
 fleet of 23 boats would move you down 4.6 positions, changing your 2nd
 into a 7th.
 Whichever alternate penalty the majority wish to use,  I hope we
 can get uniformity for all three venues:  Mon, Thur, and distance
 races.
 Please let your feelings be known to the sailing committee soon,
 before the sailing instructions are printed in March 96.
