No, the tables are just averages. It's really a matter of genetics.
A friend used to train with me (both of us use heart monitors,
we're both around 30) and, at the same pace, his heart rate
would be in the 180's but mine would be in the 150's. My _MAX_
heart rate is 184. We ride about the same intensity, mileage etc.
During a race he could hit 205 or better where I'd peak in the 170's
(although I'm considerably faster than him).
I believe your max heart rate changes very little regardless of your
fitness level - your aerobic threshold can change dramatically with
conditioning (as well as your resting pulse rate). The ability to
reach your max can actually become more difficult once you're
well conditioned aerobically.
