    Because "we" can't do much about the real root causes of child poverty.
    If a 14-year-old girl wants to be sexually active without contraceptives 
and thus has a kid and quits school (BTW, 14 is average age of first birth to 
AFDC moms), there is nothing "we" can do to keep her kid from growing up in 
poverty...unless you want Newt Gingrich's orphanages.
