Not hardware either, which is what the Spirit problem WAS.

That is all I need.  If you ask for retransmission once, and my modem sends
every block twice, then the problem is clearly in the Spirit. If on the
other hand *you* are asking for retranmission on every block, then the
fault is in your end.

Of course it helps to know who is asking.  It isolates the faulty modem
immediately.  So we need to ask our respective modem manufacturers if they
have tested it out with the other person's modem.
