    Sounds a _lot_ like all those "five-year plans" in Russia, or the endless 
sloganeering to improve factory output under Nasser in Egypt.
    Goals 2000 was also like the Russian "five-year plans" in that it never 
even addressed the question of whether the goals were _achievable_ in the 
real world.  (Did it ever address issues like whether the students and 
parents whose involvement in schooling was critical would be improvable?)
