Learn what?  Everything is contracted out to private firms, even personal
information that isn't supposed to be public.  The gov't has no real
control over this except to who these contracts get farmed out to and
anyone with half a brain knows who will "win" them depending on
the gov't of the day.  No different on your side of the border from what
I've seen.  The only reason the gov't changed it's tune on the significance
of the missing uniforms is that CNN made it headline news south of the
border.  Before that the minister in charge was singing a different tune.

Yeah we have morons running the show too.  Oh well, whatcha gonna do eh?
