No, I don't see what you mean.  Assuming that the Police had the time
to deal with this issue as you suggest; what would be wrong with it?
Smoking by minors IS illegal; and if the Police have the resources 
should be dealt with.  However, in reality there are more important
issues in the neighborhoods with druggies etc. to be dealt with.
