Hi Ray,
Yes that's the only real pain with PQPM 3.05 - but why can't you just 
use W98SE to create and format the large FAT32 partitions?
Otherwise get a copy of PQPM V6, which still allows you to manipulate 
HPFS, from the floppy-boot, or from within W98SE, probably find some on 
eBay. :-\
