I suspect it is something in military history - perhaps a search into a
historical book would give the answer. I, too, checked several Naval guides
and manuals that we have here. (My husband is active duty Navy.) The only
thing I came up with was that it took as long as 20 minutes to load and fire
a gun, way back when; gun salutes always come in odd numbers and at 5 second
intervals, and 21 guns is only during certain occasions.
