I favour your item 3.  As I understand it, the purpose of this echo is
"technical discussion related to Delphi".  I believe that ANY compiler/IDE
from any vendor (even MS) that will handle Delphi code comes under the
blanket of "technical discussion related to Delphi", if the discussion
relates to the use of Delphi code with that compiler.
