All NTSC video is approximately 30 frames per second.  In reality, that's not 
quite accurate.  To compensate for the slight discrepancy, there are two 
types of SMPTE time code, the most popular being "drop-frame" time code.  
Every so often, a frame number is skipped, to "catch up".
