This quote was taken from the humorous story "A lecture on
walking" (Last leaves, 1945),  written by Stephen  Leacock. AFAIR, he
was a Canadian, too, although he was born in the UK. He hadn't told us who
was that "high authority".

BTW, can I say the last sentence without "us"?
