In the CONFIG.SYS is a line like IOPL=YES which specifies whether OS/2 will allow programs to access ports directly. The default of YES allows all programs to do so, if necessary, and the NO setting prevents all programs (but not physical device drivers) from doing so. Alternatively, you can specify a list of program names to grant access to some programs but not to all. As for what else might be required in terms of getting your compiler to generate code with the proper privileges, others will be able to help more.
