Seems strange, OK.  The Upgrade version here is in a blue cardboard
sleeve, and the disc itself is a light blue color vs. silver like the
std OEM version.  On the upgrade version here,  the small print says
"0398 Part No. X03-30206

Since Win98 will install without those OEMSETUP.* files, I wonder if it
may be those files which lead it to run FDISK without permission under
certain circumstances?
