This doesn't directly answer your question as I don't use EPM, but I
bought QEDIT for OS/2 v3. It is very user configurable via macros. It
originally didn't have any "canned" code generation in it, but I created
a macro and attached it to key F2. Whenever I hit F2 I get:

#pragma argsused
int main(int argc, char *argv[], char *env[])
{
static int exitcode = 0;
return exitcode;
}
with the cursor directly above the first "r" in the word
"return".
