There are modems today that recognize Data, Voice, and FAX, such
modems must go nuts with such a busy signal. It won't know if it's coming
or going.

Actually, it's a kind of advertisement, for one of the new options,
the phone company is offering for the usual 50 cents extra charge.
Buy hitting the designated button, the phone will keep trying for the next
30 minutes to get through to the busy line. Anyone with good communication
software can do that for free. I was recently informed of an override to
this annoyance. By hitting *02 or 1102, the voice over on the busy signal
will be removed. I did not waste any time in doing that.
