I think your problem is that you have page numbering set up differently for 
various sections.  Page numbering can be restarted or changed on a section by 
section basis.  When you "fix" it one place, you may have only fixed it for 
one section.
I wrote a macro that loops through a document section by section and sets the 
page numbering consistently.  I'll post that macro.
