I am not a lawyer, nor am I from NJ, so am not familiar with the NJ
laws.  But, your friend is entitled to receive his *non-identifying*
information from the adoption agency.  Many times, there is enough
information to begin a search.  Legally, he will have to petition the
Probate court that handled his adoption to open the records.  If his
b-mom or father has not filed, he will again have to petition the court
to have a CI appointed and the CI will do the leg work.
