it is the bbs system he is using that is doing the filtering and conversion
of >=128 characters to 7bit...

you should try a modern linux... everything is utf-8 which means the old
characters are moved to a different position in the monstrous character
table... that gives them a different code and i've not found out how to
enter that code directly via the ALT key method or another... all i have
found and enabled support for is "compose" mode which you folks
over there generally use with your altgr key (i think)... i set my right
windows key as my compose key... then to use it, i hold it down and hit the
two keys needed to compose the desired characters...
eg: " and o == ” lowercase o with umlate aka two dots... ALT-148
^ and a == ƒ lowercase a with a roof... ALT-131
