kinda true... apparently many over in europe use them on a normal basis...
i don't recall if i specificed the method previously or not but they use
their "compose" key as a modifier... IIRC, this
"compose" key is generally marked as ALTgr... so they hold ALTgr
and then the first part of the sequence is hit... still holding ALTgr, the
second part of the sequence is hit... it is about the same as holding the
ALT key and hitting the two or three numbers on the numberpad... from what
i can find, the "compose" method is more limited and restricted
to alphabetical characters... you also have to hit the characters in the
proper order...

example:
  ALTgr+"+o works for o umlate ”
  ALTgr+o+" does not work

same for those letters with ^ ~ and ' above them...

yeah, that's what i was trying to say... not having those character glyphs
available make things really ugly... especially mail stats messages that
may have bar graphs in them...
