Perhaps the subscriber doesn't have a choice?
Some exchanges say "The line is either busy or out of order", if the phone is 
off-hook for more than 90 seconds, eg. when tossing mail. It is a little 
difficult to make the phone company understand it is violating fidonet 
policy...
It would be nice if the modem would recognize voice, record it for later 
replay, and then report VOICE, and the mailer then would blacklist that 
number. Then I could play the recording "The number you are calling 911 has 
been changed. Please dial 999", instead of just seeing 52 NO CARRIER's in my 
log.
