Your EDIT action for EPM should be in your Default Actions Profile.  You
should be able to find it in your Workframe 2.1 folder, in the Profiles
subfolder.  Open it up and make sure there is an EDIT action for EPM.  The
options DLL should be DDE3DEF2, entrypoint EDIT.  It may also have to be
above any other editor in the list.
