Here is what I use in one of my batch files.  It is called from another batch
file

SET TZ=EST5EDT
SET SBBSCTRL=/sbbs/ctrl


if exist c:\im\secure\*.tic copy c:\im\secure\*.tic c:\im\SECURE\tichold


Htick toss announce -c tic.cfg


cd \sbbs\exec
smbutil ic:\sbbs\husky\new.asc -tAll -fHTick -sNew_Files
c:\sbbs\data\subs\249-FDN.shd

c:\sbbs\exec\addfiles * /d /n

In your tic.cfg you need to have the following line to make it work

AnnAreaTag      {at}c:\sbbs\husky\new.asc

The new.asc, of course is what I called the file that is created, but you can
call it anything you want.  Not sure anymore if the extention needs to be .asc
or not.  Too long ago now.  Assuming you are still using Synchronet, the above
should work with your system,   Change 249-FDN.shd to whatever echo you want to
post in.
