Definitely NOT.  In fact FLOATLOCK would have very limited usage with most
modems locked at a constant speed.

Floatlock keeps a locked speed for /REL (/ARQ) connections, but drops the
rate down to the line speed for a non MNP connection.

If anything, using FLOATLOCK would cause problems, NOFLOATLOCK turns it (safely) off.
