That is a limitation of the terminal equipment at the phone company,
not a limitation of the coppper wire. The TELCO limits the
bandwidth so that they can cram more conversations into less
space. With the old carrier systems, several conversations
(channels) were stacked on to one copper pair.

There is a version of ATM, Asynchronous Transfer Mode, that is
designed to work over a single copper pair. The fast side of
that is something over 1 Megabits per second.
