Their usage and format is not documented anywhere, as far as I know.

Couple of points to mention though:

  1. ^aVia lines are only (at least, currently) used in netmail.

  2. They are not required, although it is good practice to add
     an appropriate ^aVia line on netmail that is routed through 
     your system.

  3. They begin with "^aVia ", and (generally) include

       - the time/date a netmail was routed, optionally including
         a timezone offset from GMT

       - the FTN address of the system that performed the routing

       - the program and version number of the program that
         performed the routing

  4. They are usually found at the very end of a netmail.  It
     seems common sense to follow this trend. 

  5. A new ^aVia line should follow the very last ^aVia line, if
     one already exists.  This is to preserve the correct routing
     path of an individual netmail message.
